How do I unblock my popup blocker ? I have google toolbar, too - can’t install free AVG anti-virus?

I’m trying to install free anti-virus from AVG - I have a Toshiba Intel Pentium laptop, and it won’t let me install, because of the blocker.

I researched it, and found if you have google toolbar, you can hold down the CTRL key and that will enable it - that will "disable" the blocker

Help !
I have Vista as my OS

and why can’t you disable the pop up blocker??? if this is too difficult uninstall google toolbar.
